Someone told story years ago, something like below.
An automotive plant was having many problems with defects, whereas, many vehicles would fill the parking lots on weekends to be repaired. However, this was extremely costly to the business, and such defects were questionable and difficult tracking to the sources. Even with team assigned, many people would not cooperate with the team (of thousands employed) for discovering this problem due to propaganda being passed throughout the facility. So one objective was to determine who and group, if any, were benefiting from such problems.
Thereafter, strategy was planned to try and determine whether an internal problem existed. The strategy was simple, managers would announce there were problems with pay raises that year and primarily due to over monies paid for such defects resulting in works performed on the weekend, and cost of such repairs. This was an attempt to gain more cooperation as to identify such group, and this was slow to work, but this worked. A small group was discovered sabotaging some vehicles as to create these unaccountable occurrences so they could benefit more then others. These saboteurs were so adjusted for much higher incomes and monies then others employed, they created such problems and methods somewhat difficult to track and used to create defects for over monies and payments.
However, regardless of the propaganda being passed, many workers in the plant realized this group was having a significant affect on their welfare. And in time this problem was solved, as the economic problem for many was not worth the cost of this group performing their activity and profiting as of the result.
