And do understand what you stated above, but it's never the top that's subject to becoming an experiment for this profit center. Whether organized or not..

Short Story, not related.
One time some years ago, a bad business person was planning some dealings that were not legal, and such required hiring peoples of specific skills and profile. They studied certain peoples of international and specific skills, and propaganda of such kind, and those capable of meeting the criteria and objectives. The first objective of this bad business person was to perform this activity, and then later rid the "ones hired" as to hide the connections.
And when the objective and tasks became exposed due to long paper trails from many peoples and resources. The bad business person knew the "ones hired" for such tasks, could be portrayed as villains having specific back ground and such.
Once information’s starting became more exposed through collections in time. The "ones hired" starting going into hiding, however, what they did not realize was the bad business person would be one erasing them, and thus becoming the “hero” for all.
How can you tell someone, their doing something very wrong and illegal while they “ignore” you because of large profits? Sometimes you try, but they never see the end of tunnel.
And so the story ends.

Sadly, your short story is as old as time. B.S. and treachery seem to rule the day. There is a price to pay for ethics. I still think being ethical is the way to go, but it takes strength. The weak take the other route....and there are more of them than there are of 'us'. Yes, I'm jaded....perhaps you are too. But we still try. I guess that counts for something.

You mentioned taxpayers and where their money goes. Forgive me if I'm wrong about this, but it is my understanding that most of the funding that is going to this black area of intelligence and defense, is coming from two sources.
First, is money budgeted under one category and diverted in a ruse to another.
Second, money from off balance sheet drug and weapon running by our government and its assets. I mean, our troops helped to grow the opium, for heaven's sakes!(R.I.P. Pat Tillman)...and our big banks "laundered (on congressional record) MILLIONS of dollars of the drug money!
And wasn't it the area of the pentagon where they kept the records of the money that was hit by the missile...and hadn't there been testimony only days before of $3 trillion of missing defense money! I haven't taken the time to go back and check the numbers...but it was a FANTASTIC amount...all trace of which conveniently disappeared on 9/11!

This, is IMO, the most important line in that link.
The MEJA remains untested because the Defense Department has yet to issue necessary implementing regulations required by the law.
How convenient. It was never intended to be effective. They've never implemented the regulations. Corrupt judges, presstitute media, lawyers who use 'legalize' to circumvent the laws they supposedly pass. None of the restrictions are for 'them'. They only use them for 'us'. So 'we' have to find other means for 'justice'.
The rest of the link sounds terrific, but if it can't be enforced...it's just B.S. Maybe someone should try to get the elected idiots to push the responsible agency to write the implementing regulations. It would be a step in the 'write' direction.
